PQI:
I propose a new metric of thread engagement more valuable than PPH called a Post Quality Index (PQI). By multiplying the total number of unique posters that have bumped in the last hour by the number of unique, regular entropy posts in the last hour, we are given a value that scales not only with thread activity but cross-user engagement. By only counting users that have bumped, sagefags can voice disapproval while only minorly increasing the score. Only counting unique posts per hour using an /r9k/-esque filter with only the context of the last hour and an entropy test dampens lazy spam. The plan hinges on this metric.

THE PLQN:
I am an advocate for consolidating boards to the extent it does not hurt QoL and fracturing boards to the extent it does not hurt engagement. I am NOT an advocate for an "X board plan" or other needless rulecucking. To accomplish this, a new structure is needed for the homepage. It will be divided into 3 sections: Active, Inactive, and Archived. Active boards will consist of boards with a daily average PQI of 200. That is a pitifully low bar. Boards that do not reach this threshold will be moved down to Inactive. There is no real difference between Active and Inactive boards, but Inactive boards are candidates for consolidation. If a board is consolidated, it will be moved to Archived. Archived boards are locked, but regardless of lifespan or unseriousness, they will be kept available for viewing.
Fracturing:
Boards with a PQI above 1000 may be fractured at the discretion of the Admin. An archived board will be unlocked or a new board created to host the fractured topic, and the mother board's rules will be updated to exclude it along with an accompanying week long notifying sticky.
Consolidation:
Boards will be consolidated automatically. Any board that is Inactive (<200 PQI) for more than 50% of the past week will be consolidated with it's mother board which rules will be updated to exclude it along with an accompanying week long notifying sticky.
